Street Lighting Dispatch Control
Turnkey street lighting dispatch control from LK Energy: the Ukrainian-made SvitloZir device — smartphone control, energy metering, fault monitoring.
Street lighting dispatch control is remote control, electricity metering and monitoring of a community's outdoor lighting networks from a single web panel. The core of LK Energy's solution is our own device, SvitloZir: designed and manufactured in Ukraine, it is installed in a standard outdoor lighting control cabinet and, together with the LK Energy cloud panel, forms an automated outdoor lighting control system (ASUZO). The utility operator switches lines on and off from a smartphone, sees the consumption of each line, and learns about faults before residents do. We are both the device manufacturer and the EPC contractor: everything turnkey, from survey to service.
Why "unmanaged" lighting is expensive

- Manual switching and simple timers cannot keep up with the length of daylight — the community pays for lines running extra hours.

- Readings are taken by sending someone out to the cabinet — nobody sees the lighting network's actual consumption.
- No way to know if it turned on
- The service has no visibility into whether a street is lit tonight: a dark street or a faulty section is discovered only when someone calls to report it.
- Network condition is invisible
- Monitoring on outdoor lighting networks is almost nowhere to be found: nobody tracks line voltage and current — problems build up until something fails.
The solution: the SvitloZir device
SvitloZir (model EC-001) is a street lighting dispatch control device of our own design and manufacture, made by Lk-Energy LLC, Odesa. It mounts on a DIN rail inside a standard outdoor lighting control cabinet (ShUZO) — in most cases the existing cabinet is enough, with no need to replace equipment or luminaires.

A separate loop handles fault monitoring: phase break, overload, loss of load on a line (a sign of a faulty section), critical temperature, loss of connection. Every event is logged and appears on the operator panel immediately. In tenders, this class of solution is called ASUZO, an outdoor (street) lighting control system, or "smart street lighting."

How the system works
Data flow: control cabinet → SvitloZir → GSM/LTE → cloud server → the operator's web panel or smartphone. No Wi-Fi or router is needed: a nano-SIM is installed and tested at the factory, and the channel is encrypted (WebSocket over mTLS). Telemetry reaches the server every 5–15 minutes (the interval is configurable); operator commands typically reach the device within seconds — usually under half a minute.

If power is lost, all relays open — the lines are de-energized until power is restored (standard fail-safe behavior: no uncontrolled switch-ons). Switching capacity is up to 10 A per channel; intermediate contactors are installed for higher-power lines.

Savings and payback
According to international community lighting modernization programs (including NEFCO projects in Ukraine), replacing DRL/DNaT lamps with LED delivers 50–70% electricity savings. The contribution of dispatch control itself depends on how far the current schedules deviate from the astronomical calendar: every extra hour a network runs is a direct overpayment. Advertised figures of "up to 90% savings" usually describe the combined transition of "old mercury lamps → LED + control."
We do not promise a fixed percentage: savings depend on the condition of the networks, the schedules and the tariff. SvitloZir's payback is driven by two factors — the electricity the lines no longer consume during wasted hours, and fewer crew trips to take readings and locate faults. Modernizing a community's street lighting in 2026 has real co-financing sources available: the national project of the Ministry for Development and the EIB for replacing street luminaires with LED, the NEFCO Green Recovery program, and municipal credit programs from international financial institutions. Frequently asked questions
Does the site need internet or Wi-Fi?
No. SvitloZir works over the GSM/LTE mobile network: a nano-SIM is installed and tested at the factory, and the communication channel is encrypted. No Wi-Fi, wired internet or router is needed in the cabinet — mobile carrier coverage is enough, even for remote villages and lines on the outskirts of a community.
What happens if connection or power is lost?
If connection is lost for more than 15 minutes, the device switches to autonomous mode and follows the last schedule it received — the lighting keeps working. Once connection is restored, data syncs automatically. If power is lost, all relays open: the lines are de-energized, and there will be no uncontrolled switch-ons.
Do the cabinets or luminaires need to be replaced?
No. SvitloZir mounts on a DIN rail inside the existing outdoor lighting control cabinet. The system can also be added to already-installed LED luminaires without changing them: the device controls the lines at the cabinet level regardless of the luminaire type.
How much extra does dispatch control save compared to switching to LED?
There is no universal figure, and we do not promise a fixed percentage. The savings come from an accurate astronomical schedule with no wasted operating hours and fast detection of faulty sections: the more the current schedules deviate from the actual length of daylight, the bigger the effect. How does this help meet the requirements of the Law "On Energy Efficiency"?
Law No. 1818-IX requires communities to introduce energy management systems and develop local energy plans. SvitloZir provides the factual basis for this: technical electricity metering for street lighting on each line, an event log, and consumption history. The energy manager gets the numbers without visiting the cabinets.
